Should Graffiti (not gang tags or legal murals "street art") Be illegal?

I walk around all day and see paid for graffiti telling me to buy this go there be this do that. My question is: Should a person that goes out and expresses themselves through stylish tags and "pieces" be seen as a criminal when people who pay the government get to "express" or sell things to me in the same way get no discipline?...Even if I'd rather not be bombarded with consumerism everyday.
For those misinformed "Graffiti artist" are unlike gangs or other vandalizer's in that they usually have rules like no tag'n on houses places of worship or graves...
usually its goverment property cargo trains billboards corprate places train bridges ect....
"Graffiti artist" will paint on these surfaces with various forms or art from Marker tags, spray paint tags on to stylized bubble letters or pictures up to actual illegal murals.
They differ from Legal "graffiti" artist because the canvas is not asked for and they are more concerned with unrestricted freedom of art.

I don't mind Graffiti when its art - tagging is not art - it makes a place look like a ghetto -dirty and untidy and I don't think anyone has any right to do that to another persons property without their consent.
