Community wall mural ideas?

I am part of a community group that is gathering ideas on what to put on this gross graffiti wall. It is 250ft long and located on a street that is right next to the highway. We want to involve the community some way. I live on the west coast. We were thinking a few things but they had problems:

1. An Urban-like style that teenagers will like.
Problem: The neighbor hood around the wall has elderly and families in it and they may not like it.

2. Get the community to buy tiles to paint and grout them all over the wall.
Problem: Too expensive.

By the way, WE HAVE NO MONEY. This is a volunteer group. We will get paint to cover up original graffiti from the county but all of the rest of our supplies are donations from stores around town.

Go to local hazmat recycle place and get free paint for project . As far as a theme I would do local history and if at all possible involve kids in the community that have been caught doing graffiti to burn off mandatory community service hours to paint it for you ... they can go big and are most qualified to do large murals esp. Free murals .... good luck
