how is graffiti painted on subway trains?

I see a lot of websites with graffiti (www.graffiti.org) on clean commuter and subway trains, i thought this only happened in NYC in the 1970s/80s, but it looks likes it still happens on lots of different trains around the world, how do they do this and what time or day? and how long does it take, sometimes its the whole train!
Do they get arrested? Why havent i see any trains like this in England?

Some graffiti is commissioned (though I doubt if that's the case with subway trains).
The rest, however, is impressive to see in action.

In NYC, the subway trains stop at the end of the line - which is usually empty - and sit unattended while the conductors change shifts. If a graffiti artist were on the opposite side of the train from the turnstile, it's fairly easy to crank out a large graphic in that time frame. Sometimes, the artist will even paint a section, ride the train down the line, and finish it at the next opportunity.

What really amazes me is the art I've seen on the underside of bridges (20 feet or more above the ground or over water). That obviously requires some serious athleticism and equipment. Unfortunately, I've never seen it in action.

WORLDWIDE SUBWAY GRAFFITI

Why is graffiti so popular in Western(white) countries while it is non existent in the East Asian countries?

Ive travelled around the world and noticed that every western world country has graffiti everywhere (US, UK, Australia, Europe) while in East Asia its very non existent. For example i travelled extently around china, japan and have never witnessed graffiti in public transport such as the subways, street walls and alleys. I dont know is it culture or something? or the kids in east asia are too busy studying?
ive just came back from there. Ive been in China for 3 months. Japan for a month and Korea for 2 weeks.

Graffiti certainly isn't popular everywhere in the USA or in other countries. There are places where the police are very interested in stopping graffiti. But for my part, graffiti can be done in the spirit of vandalism or in the spirit of life-affirming art. Understandably property owners aren't always welcoming to the idea of graffiti artists practicing their art on their fences and buildings. Some of the world's best graffiti has been done with an owner's consent or even been contracted. I can appreciate artistic graffiti and I think it adds spice to life, but it has to be done well on the right wall or building.
