Street Gang Graffiti Examples

Shouldn't the Police Force take this into consideration ?
They try their best most of the time when trying to catch bad people. Can someone answer me this because it always seems to be in my mind. Why do they go walking around in flurescent clothing ? If gangs for example are out doing a bit of graffiti as soon as they see their bright outfits they run a mile! ... If police were to be undercover... and i mean all of them, wouldn't gangs and bad people be more aware of the people walking past them in the street when commiting a crime ? Could this lead them to chickening out because theres a 50/50% chance if this person in the high street is a cop or not ?
Policing is as much about crime prevention as it is detection.
The voting public like to see what there paying for, hiding it all would open the police up to even more scrutiny. What you have to realise is that most of these so called gang members have little or no education, there sometimes quite careless as to whether people see what they get up to regardless of whether police are in plain clothes. As for a 50/50 chance of getting caught. My force a only a few thousand strong with only 40% in uniform in an area with 3 million people in it. How could that mean they have a 50/50 chance of getting caught? The odds may be slightly raised, but to catch them at it they would have to committing crimes in public view and a cop would need to be on every street corner.
