Is graffiti/ wall-murals a way to convey message through art or an act of vandalism?

It is both...that said, it is a shame that some people feel it is OK to spray paint on someone's else's property...the artist (and I do feel it's art in a primative way) should think about how he/she would feel if someone did that to them....how would they like it if someone came over to THEIR house and did the same thing? "Public" buildings you say?....yes..they are...but they are not "fair game" for graffiti artists...
THINK before you act is still a WONDERFUL rule-of-thumb..

Is it painting community walls with only aerosol materials??

OR!!!

Is it the simple act of painting community walls no matter its instruments, obviously spray cans are used but paint brushes and other art materials as well.

I'm talking about community murals, not vandalism (a person's alias on a wall) that's just wrong.

In other words, if a community mural is painted with paint brushes should it be considered graffiti? why or why not?

the only reason graffiti is looked down upon is because people aren't accepting new reason and thought..graffiti is not vandalism..that gang crap on walls..->yes thats vandalism...true graffiti is anything shown to public including murals, letters, wildstyle..blah blah..
