This research is for a TV drama/ soap opera. I need to find out how many people would be interested in this type of show.
The show will be like Skins and Hollyoaks but the answers I wish for you to give are just for a plot in one of the episodes.

Why aren't the police catching more taggers (graffiti artist)? They are costing the City & State millions.


The city/state doesn't pay for tagged private property like stores and cars. Cleanup of city/state property normally falls under a "beautification" budget (which means they budget routine painting and refacing public works). The published costs of tagging are inflated to justify larger budgets.

Tagging is a lot like shop-lifting: The cost of prosecuting is higher than the reward. In my state, shop-lifters can be charged criminally, then sued in civil court for actual damages and a portion of the cost incurred to prevent the crime (often totaling hundreds or thousands of dollars more than the value of the merchandise they tried to take). A similar approach might cut down (but not eliminate) tagging.

A private security/surveillance firm could really cleanup in your town....
