Adobe Photoshop Elements 7?
Can you do the "light graffiti" effect on adobe photoshop 7?
And if you can; how do you get there?
Something like this;
I agree with Casperskitty. You could... but getting it to look realistic like that would be tough and laborious. Better to dress all in black in a dark room and use a light to paint it for real.
If you really want to try, you can use several layers using "Inner" and "Outter" glow effects and blend and mask them together till your edges look realistic. Then "Stamp Visible" to a new layer and go in to paint the inner traces. Seems like a lot of work to me...
Sorry, you said Elements. I meant Photoshop the full version. It'd be even harder with Elements!
