How to take b&w photos with a only part of it colored like this one ?

Below is a b&w photo with a splash of color in it, how to take photos like that ? is it post editing ? sometimes they make this effect in hair which i don't think they re-color the part of the image.

and one more question. correct me if i'm wrong. i added another link to a photo where there's a light graffiti as they name it. i guess it's long shutter speed. am I right ?a

Some great locations to take photos in Miami?

I live in Miami, FL, near Kendall to be exact, and I'm looking for locations to take photos of models. I'm really into urban and industrial lately, like graffiti walls, bricks walls, corrugated walls- things to that effect. Do you know any interesting locations that would make for great backgrounds and scenery? Any suggestion would be amazing And anything close to me would be amazing, but then again, in Country Walk...nothing more than white picket fences and manmade hills =_______=
