Why is graffiti art on city buildings not done anymore?


Wouldn't it be interesting for say a small US city/town to legalize graffiti? Basically, the laws regarding property could be amended as such:

"The functionality of all forms of property whether private or public will be the basis of determining the value of such property. Use of paint, dye, needle, or any other image-altering materials approved as safe by the city commission for purposes of art or expression (with the exception of hate speech), can be applied to all publicly visible property, both public and private, without penalty or infringement."

Wouldn't it be nice if there were smaller cities, not just good ole New York, NY that started a free graffiti art movement using a law like this one above?
but not if every building had graffiti, the values would be relative to other factors. Graffiti would just be another uncontrollable factor like the weather outside.

Would you agree that stencil graffiti is the biggest art movement of the 20th century? If so, why? If not, what movement would you say was the biggest?

No. I believe that ho down art had the greatest impact.
