What is the difference between Banksy and other graffiti?

You may argue that Banksy is considered "art," where normal graffiti is not. However, that argument can just be turned right around to say that all graffiti is art. So, please, Banksy, elitists, shut up. My question isn't really about this though

Does anyone know if Banksy is commissioned to create his art by the city itself? Does he get a special permit as muralists would? Or Does he just go about it like all other graffitists, at his own discretion? And if it is the last one, then why can he get away with it when cities crack down harshly on graffiti?

I really like graffiti. It's a unique and interesting art form. I can see how on residential properties and some commercial properties it can be unwanted for fair and valid reasons, but on public structures like bridges, walls, and others it's nice.

I haven't bothered to read all of it but banksy is a street artist not a graffiti artist and street art is considered art and old people don't consider graffiti art as art because they don't understand what imagination and skill it takes to paint it and why we do it
